[EDUC Research] Seminar on Public contracts and data, 10/12/25

The "Public contracts and data" seminar (10/12/25), developed within the framework of the EDUC European Alliance, questions the central role of data in the digital transformation of public action and in the field of public contracts.
General presentation
In 2025, Université Paris Nanterre launched a call for scientific seminars aimed at federating research communities involving the alliance's foreign universities. The seminar on "Public contracts and data" was awarded a grant from the EDUC network, enabling the development of partnerships on a European scale around scientific and technological projects.
Presentation of the project
Why this topic? Because it remains largely unexplored in research, even though data plays a central role in the digital transformation of public action and in the field of public contracts. The study day is organized around two complementary areas of reflection: on the one hand, analysis of the legal status of data in the contractual framework and, on the other hand, a study of the possibilities for exploiting data from public contracts using artificial intelligence with a view to optimizing contractual processes.

First, we will focus on the status of data: depending on the case, data may constitute the very subject matter of the contract (acquisition and sharing of data in connection with intellectual property rights) or be the subject matter of the contract (status of data generated or used in the performance of the contract). These two situations may coexist.
Secondly, the use of artificial intelligence opens up new possibilities as a tool for leveraging data to improve the performance of public procurement. By drawing on contractual data, AI makes it possible to generate support materials autonomously, analyze the technical and financial capabilities of bidders, assist in the drafting of contractual documents, and detect
anomalies or risks in procurement procedures.

Scientific rationale
By bringing together researchers, practitioners, public actors, and digital experts, this study day aims to promote multidisciplinary and forward-looking reflection on the importance of
data management in public contracts. The insights of our Italian colleagues will be particularly valuable, such as those of Gabriella Racca from the University of Turin and Giorgio
Mancuso from the University of Cagliari, a university at the forefront of research on digital administration.
This day will also be an opportunity to launch the first event organized by the French Association of Public Digital Law (AFDPN), created this year to promote, structure, and enhance research in France and French-speaking countries on the implications, in public law, of the use of digital technologies by administrations.
